Nth Weekday and First Weekday After scheduling options in RPAC

A lot of institutions schedule processes around non-calendar schedules such as "Second Tuesday of the month" or "The 5th of the month, or the first Monday after". Currently scheduling these types of bots means having to do manual date calculations in the bot, and schedule it to run daily. If we could get these options in RPAC for scheduling that would allow institutions to make these schedules more accessible.
